Why "U and I " need to wake up ?
I could have as well titled the article .... " Y U the rascal deserve to be called so " , i didnt coz i believe that the other half ( or the better half ) of ur brain/ heart does believe in social justice and equity and that " u the rascal " also have " U the benevolent " and hence are trying to do something meaningful to the society though u have grossly mismanaged the better side of u .
I trust the economic implications of demand and supply and do understand how good our politicians are in terms of manipulating them at the right levels and at the wrong areas to leverage political points and submerge the growth of the RURAL INDIA .
Education is one such area where the supply side strategy is so strong and effective that we can support massive capacity expansion at the budgeted levels of investment . The criminalism of the policy in India being so microscopic that a superficial look at the budget would seem impressive enough to laud the FM for his wonderful forethought about India becoming a knowledge economy .
The truth however is the fact that most of the money is laundered by the volition of the Bureaucrats behind the scene who fox the rural area not only by not fostering a demand to progressive education and its fruition benefits but also by suppressing the demand creatively . This ensures that the budget outlay for education is never going to be an outcome that signifies growth and social equity .
The system is so cruel to the teaching souls that the knowledged creators of value in children and the youth alike are grossly underpaid . A teacher with 15 yrs experience in a decent private school earns a fraction of what an unemployable yet placed graduate earns from a corporate house . The 6 lakh engineers who are given birth by a poor system of education that clearly envisions an obedient slave in every graduate , engrosses values in such a way that we never question anything at all . This leads to an ugly picture of the entire system which can never create innovators and analysts who are the ones to place India in the next orbit of economic progress .
While the media paints the picture of the Princess , it clearly failed to apprise the killing of the dragon before the princess is won. We need to realise that social well being can never be delegated to the govt or the private houses or even the NGOs . It is a collective effort where every learned has to participate and train atleast one person. The cascading effect this would have is cerainly tangible esp when man can rocket him to the space and the moon , can't he shape his society .
In a country , where teachers' absence rate is more than 50 % in govt schools , what use will the outlay be . Infrastructure and governance are definitely important but not before the teachers realise their role in shaping the economy the 2020 way and for this to happen everybody should become a teacher in terms of trying to empower the society rather than trying to earn a false reputatuion in the name of charity . Imagine a world where we have one student : many teacher scenario and not vice - versa.
One should realise the social cost involved in being indifferent to the society . An illeterate can ensure that he z instrumental in dichotomsing India into 2 nations , one going the much hyped globalised and evergrowing economy way and the other a symbol of abysmally poor and criminal hooligans .Most importantly, he can be the one whoz a potential burglar in ur posh villa or the one who can kill ur child in a genocide . Why wait till ur affected personally ? Are'nt we humane enough to help those innocent BOP ( Bottom of the Pyramid ) people overcome the evils against them . What they want isnt a subsidy or a reservation that is used up by a meagre 10 % of the undreprevileged .
They need a place like u and I . They are the ones who can truly contribute in India becoming a super power . Guide them . They need to know what rights are all about .When we clearly know that those in power fail to do their duties , Y shud we buy in . Is it not our responsibility to create a demand for quality education and help those to fight the evils spun against them . Doing so ensures that the tax payers' money is accounted for. Y fight the enemy's dog when he is right in front of u .
If u guys believe that u can somehow make a difference in creating a better place for all of us , most importantly for the under-previleged , start acting and stop dreaming . No Dream lives if actions fail to deliver ...

Revenue Budget Vs Capital Budget
Pre-School :
1. Each of these documents have receipts and expenditure .
2. Loans raised by govt from public are called MARKET LOANS .
3. Govt can borrow money from " banks " and other institutions through T- Bills
Revenue Budget : It Includes revenue receipts and revenue expenditure
Revenue Receipts
1. Receipts from tax and other levies
2. Receipts from interest on loans and dividends on investments
3. Receipts in terms of fees collected for the services offered by the govt
Revenue Expenditure
1. Expenditure from the revenue receipts
2. Expenditure that does not culminate into asset creation
3. Expenditure on interest charges as well as the normal running expenses of the govt.
NOTE :
All grants given to State Governments and other parties are also treated as revenue expenditure even though some of the grants may be for creation of assets.
Capital Budget : It includes capital receipts and capital expenditure
Capital Receipts
1. Market loans , Sale of T-bills and other loans borrowed from foreign bodies .
2. Recoveries of Loans given to state govt and Union Territories
3. Provident Funds and other deposits into the Public Account
Capital Expenditure
1. Expenditure on aquistion of assets like land, building, machinery ,etc..
2. Loans and advances granted to State govt and Union Territs.
3. Disbursements from The Public Account
Note : Grants come under revenue expenditure where as loans and advances come under capital expenditure
